The M25 is closed clockwise from 2200 tonight to 0500 tomorrow between Junctions 10 and 9 anticlockwise. Both hard shoulders are coned off in that area. Could this be the start of the slip road work? If not, perhaps the Highways Agency is carrying out survey work in preparation.

No, I think that's part of the M25 J7-10 Controlled Motorway scheme, handily timed so that it finishes just before the Cobham works start.

Funny, the Highways Agency appears to be using South African terminology:

at the next roundabout traffic will take the 1st exit onto the A3 ramp to M25/Portsmouth/Guildford onto the A3.

I thought we called them slip roads in this country :D

I suppose it beats the other British definition which basically means "We've removed the road surface and you're about to feel a large suspension-crushing bump"

My favourite is "raised ironworks", which sounds so much more exciting than it is!

Same with "heavy plant crossing". I imagine a large "Little Shop of Horrors" style venus flytrap thing suddenly carering out of a sideroad.

I've just read through this post with interest as I have some connection with this location and some insight to what's happening.
First of all, New Barn farm in Downside will be unaffected by the services, even when they are complete, and will still be a home and working (if some what reduced) equestrian farm to the residence.
Initial access was granted to the site via Horsley Road just south of the M25 bridge and just south of Downside village, so no lorry activity has happened or will happen in the village.
The contractors were only granted a limited time to access the site from this location and they have now finished. All further access will be directly from the M25.
For reasons unclear (probably financial) the contractors waited until the last possible day to start work according the terms of the planning permission. The initial work at the Horsley road access point was kept quiet in case of any last minute protest from the local NIMBYs.

The contract has now been awarded. It says that they have now decided to build the tunnel using the cut-and-cover technique, which as far as I can tell will involve digging up the M25 lane-by-lane.
