It's quite important to understand that Tesco has only purchased the Booker distribution centres and the Budgens and Londis brands. They don't own any of the property which these two brands are located at, only the supply chain. On top of this, even if they did own the land, some Londis (and even a few Budgens) stores are extremely small and wouldn't be at all suitable for the Tesco name.
If anything it would fit their One Stop brand more than Express

fair point, most companies have a convenience store brand and a smaller one too (Budgens and Londis, Costcutter and Mace). Also will owners still keep this old branding or go to new Tesco branding (Express, One Stop) or choose a different companies branding, eg. Mace

The decisions will always be made by the site operator, but even One Stop stores aren't that small.

Should I add the Premier express store at the Murco filling station to the Budgens page under its own Premier Express section in locations section. Please reply with what you think.

No - there's no point. Premier and Budgens, technically, are not the same brand, and presuming you're talking about Gotherington Fields, I don't see why we should create a page for Premier for one site.
