This is the HTML5 abbr tag used to provide additional information, without disrupting the flow of a page. It exists as a MediaWiki template only because of a bug with the other templates. It would be used as such:

This template creates a message that appears when you hover over the text. It's designed for explaining acronyms. Be aware that it doesn't work on mobiles.
